Developing a Comprehensive “Occupancy” Database For the Eugene Springfield Fire Marshal’s Office

Eugene Springfield Fire provides fire protection and fire prevention services to the combined cities of Eugene and Springfield as well as seven surrounding contract districts. The Fire Prevention Division secured a grant to develop a database of all “potentially-inspectable occupancies” within that service territory. Lane Council of Governments (LCOG) was brought on board to a) compile an initial spatial dataset, and b) develop a mobile survey application for use by temporary field staff.
A new Feature Class was created using existing tabular occupancy records supplemented with an extensive and robust array of other tabular and spatial data that have been developed through the combined efforts of our long-standing regional data consortium. Close to 7,000 existing occupancy records were matched to regional GIS site address points, and combined with almost 7,000 additional points representing commercial, industrial, institutional, and multi-family address locations that were not yet included in the fire marshal’s records management system. These 13,800 points were then spatially joined to taxlots and tax account records. Information was added from other GIS layers, such as Census Tract, City Limits, and Fire District. Domains were constructed from existing fire marshal data, and an editable feature service was published for use in ArcGIS Online. AGO maps were used with Collector for ArcGIS and an Operations Dashboard was created in order to track surveyors’ progress
